My Suggestion would go with Ring-billed Gull 2nd Winter. American Herring Gulls are not as common that far inland for this location. And Herring Gulls would show much more coloration on the chest in the juvenile stage than this bird is showing. First winter Ring-billed would typically have lighter wings dark primary edges, so my suggestion would rule this out and place it as a 2nd Winter bird since by the third winter they will have reached adult plumage.
