Description:

Seems a bit bigger than a common buzzard.

Habitat:

Strip of wooded water bank at the edge of a field... Also a forest nearby.

Notes:

Please help me identify this. Thanks.

It's not an escaped bird. I found and added a decent profile picture. The face is not that flat as I remebered... So, just an common buzzard with a white face?
I agree it looks more like an owl but lacks an obvious facial disc. Kites can have faces like that but not barring on the tails. Could it have escaped from somewhere?
