Description:

This hornet is feeding on what appears to be a dead reptile? Could'nt get to close when photographing for obvious reasons but these look like scales and in the last image the eyes are quite visible. There's a fly waiting for an opportunity to share whatever it is.

Velutina is incorrect. The patterns are quite different. Check out vespa affinis. Notice how the color of the second abdomen band extends into the first segment, this is a sure sign. Dave
