Hey Bayucca, I have found one article on the Chalia genus. I think Dan's spotting matches that of the description of Chalia pulchra in here http://hemiptera-databases.org/flowpdf/2365.pdf What do you think?
Fulgoroidea, Eurybrachyidae, Eurybrachyid Planthopper, but not Chalia pulchra. https://www.projectnoah.org/spottings/16399361 https://www.flickr.com/photos/orionmystery/6929905470/ http://orionmystery.blogspot.ch/2012/04/beautiful-fulgorid-laying-eggs.html Same one as yours: https://www.flickr.com/photos/shootx2/9177619949/in/photostream/
