I tend to agree Tom. I've been seeing these for a few years and not once have they been spotted on flowers. They seem to only hang around the raspberry bushes in the garden when in bloom and the bees are thick. Makes sense to me seeing as they are a parasitic wasp.
It looks like one of the Cuckoo Wasps (Chrysididae) to me. http://bugguide.net/node/view/6946/bgimage
