Only breeding males exhibit the red at the base of the bill...female generally display a grayish bill: http://images.theage.com.au/2013/03/25/4139751/dan-20130325190903363099-620x349.jpg ....The colors may suggest a female blue billed duck: https://www.flickr.com/photos/betwitched/5692904226/ but your duck has a flat upturned bill and a body that no where resembles that of a stiff-tail...
At first I thought this was a freckled duck, but the blue bill has me somewhat confused.
