On second thoughts, it might be a Spittlebug, back-to-front mimic.
I agree with MartinL. This is a colourful Leafhopper and I think it is a Back-to-front mimic. Unfortunately, I can't yet ID this to species or even genus level, but I will send a suggestion based on the little I do know about this insect.
