Yes, Panorpa sp. and my closest guess would be Panopa vulgaris. http://www.ecotourismus.de/tierwelt_europa_insekten_panorpa_vulgaris.php http://www.wildabouttheworld.com/gallery/showphoto.php/photo/3633 http://en.wikipedia.org/wiki/File:Panorpa_vulgaris_1.jpg You have 7 different species in France, it is not Meridionalis from the South West and probably not Etrusca from only the farest South East, but also very rare one.
