Spotted near Rio Hondo ( a tributary of the Los Angeles River ).

Thanks keithp2012, we took out the juvenile portion in the listing. We understand that it's not a nymph, we just thought it was a recently emerged dragonfly as its color/color patterning was pretty faint.
That's an adult juveniles don't have wings and live underwater.
