Description:

Large hawk reminiscent of a red-tailed hawk but without the distinctive reddish coloration in the tail feathers. Seen along the Columbia River near Hood River, Oregon.

I don't see anything on this bird that would lead you to think it's a merlin or a harrier

I would've said Merlin or Northern Harrier, but looking at the tail and size, yeah it's a juvenile red tail.
Not all red-tailed hawks have a red tail. This is an immature
