Thumbtack drinking nectar from Galinsoga parviflora (known in Brazil as "Picão Branco"). Identification suggested by a brasilian site (www.insetologia.com.br)

Good points ForestDragon. I agree, it definitely resembles a hemipteran more so than a crane fly.
I am inclined to think this may actually be a true bug of some sort. Note the antennae and the shape of the thorax area. With that said, I have no idea what kind of true bug this might be, it is really interesting!
Interesting spotting, but it's not a mosquito. Could be a crane fly because some (not many) species have a proboscis.
