Extreme west Kansas is in Prairie Falcon's range, but this bird is captive, so it doesn't have to be a native species. It's most likely a Peregrine or a Peregrine x Gyr hybrid. Two very popular falcons in falconing.

A prairie falcon maybe? Lookswise it seems right, but I don't see Kansas in the range maps.

Falconing is perfectly legal as long as you have a permit. Did you mismap this? You say for sale in China, but it's mapped in Kansas?
