Papilio glaucus is the Eastern Tiger Swallowtail. Compare the underside markings on the hindwing. Eastern have more orange, basically, and yours does not. Very nice photo. I think it is puddling (drinking from moist sand to get dissolved minerals).
Some kind of swallowtail, that might help narrow it down.
