I'm terrible at taxonomy so I shall call it Fred and entomologist the world over will forever refer to these as Fred.

Fred looks very similar to Crioscolia alcione, a type of Scoliid Wasp. It doesn't seem to have a common name. http://bugguide.net/node/view/659642/bgimage http://bugguide.net/node/view/296404 I am not 100% sure on it but it looks pretty close.
Haha, well I'm pretty lousy at taxon too but if it's any help Fred is a vespid wasp of some species http://en.wikipedia.org/wiki/Vespidae
