Description:

These wasps were in the same area on the same fence. Does anyone know if the last photo is M/F of the same species? Or is it a different species altogether? I believe this is some sort of paper wasp.

Species ID Suggestions

Cicada killer wasp? The colouring doesn't match exactly but they look similar.

I agree with Livan, Common Paper Wasp, Polistes exclamans.
Well it is a Paper Wasp for sure (Poliste sp.) These are hard to ID by amateurs like me. Going by the species that are on bugguide.com for your state, my best guess is Polistes exclamans. I'm thinking for all 3 pics. There are variations of color in some of these species, but I don't think they are necessarily due to gender. http://bugguide.net/node/view/11641
