Could be jelly fungus. Found this growing on one of the branches and no signs of it on the rest of the tree.

Yes, it could be hardened tree sap like amber. Thanks, ForestDragon :)
It almost looks to me like a collection of sap from the tree. It is hanging off of a damaged part of the tree. It is very interesting, whatever it is.
