First I thought these were Moths, then Caddisflies, then Lacewings....
I'll leave them to the experts!

Habitat:

Balcony, attracted from surrounding countryside by night light.

Malcolm, I'm not familiar with insects in your area, but this looks very much like a North American fish fly (Order: Megaloptera, Family: Corydalidae)
