hmmmm.....I think we need to have the leaf or at least a description of the plant to tell for sure....

With just one photo and no description about what this plant is, it is very hard to guess. I took the white 'stamens' as unopened blooms. My first thought too, but they have white stamens... My next guess is Hydrangea but these ones look a bit too compact... @Brian do you have a photo with leaves too?
