This is a species of Meadow Katydid. It looks like a male but it is a nymph. I can't quite make out the cerci (the little appendages off the end of the abdomen). That could help determine species. It reminds me a lot of the Short-winged Meadow Katydid, Conocephalus brevipennis. http://bugguide.net/node/view/33646 See what you think!
