Description:

small green caterpillar with different sized brown arrows pointing towards it's head. Had a bunch of these small caterpillar varieties in my cilantro blooms.

west central ga

It is the larva of a moth in the genus Eupithecia but with some 160 species in North America north of Mexico it might be difficult to pin down. Moth larvae are not all that well documented either. You might have some luck finding out what species of Eupithecia use cilantro or related carrot family (Apiaceae) plants as larval hosts.
