White clusters of flowers on hairy stalks

Habitat:

Near a public use area in the mountains with a rocky cliff face leading down through a forested area to a river. Mountains and forest continue on the other side of the river. Elevation appr. 3000 feet

It looks like a type of Wild Buckwheat but it is hard to tell since the leaves are dying.
