Synoeca was also my first thought. But for Synoeca I would need to see the face from the side. I remember that there is another black wasp around, which is not Synoeca. But at the moment I cannot remember the name or subfamily.
This looks like one of the Paper Wasps --- Synoeca sp , possibly ,S. septentrionalis .These are sometimes called Warrior Wasps because of their aggressive nature.
Do you have some other pictures of this wasp, maybe from the side to see the face??
