Neat little guy. It looks to be a hopper, rather than a moth. The markinsgs don't appear to be as spotted as a Citrus Flatid Planthopper (Metcalfa pruinosa) but I did notice a few color variations when I peeked at buggide.net http://bugguide.net/node/view/321915/bgimage so perhaps that is what it is after all.
