Row of what appears to be elongated eggs on the underside of a twig.

Habitat:

Unknown, bare bush in coastal scrub.

Maybe. I haven't seen Aphid eggs layed in a single row before but then I've only really noticed Aphid eggs on my roses. Unfortunately I don't know what this bush was along the trail.
