It is very difficult to pick up any identifying information from this photo. However, based upon the apparent size, the fact that it appears to be eating at a suet feeder, the pattern on the head and its use of its tail as a brace, a female Downy Woodpecker would be a likely suspect. https://www.allaboutbirds.org/guide/Downy_Woodpecker/id
