Looks like narrow leaf lupine?
I've seen ones similar, they really can vary in size. The reference I gave you is for CalFlora.com, it's an excellent site and you will get a good ID if you fill out the template.
This plant is 8+ft tall and has a "hardwood" base stems I don't think Lupine gets that big...
