Description:

I didn't see this insect until I zoomed in on the photo. leafhopper nymph?

Habitat:

sitting in a fungus on a log in my back yard. The log was turned over, so the insect was covered.

What's it doing out there in the snow?

This looks like the Exortus genus with a faint line that may be a wax-filament "tail" but unfortunately the image is too fuzzy to narrow it down. Nice find!
