Accipiters (Coop/Sharpie/Gos) have longer tails. Dana is correct, this is a juvenile Red-tailed Hawk. Only adults have the red tails.
It sure looks like a immature Cooper's Hawk. Accipiter cooperii http://en.wikipedia.org/wiki/Coopers_Hawk
