Housing development east of the San Tan mountains. Surrounded by undeveloped scrub.

The genus is Opuntia, but as AshleyT says, it's hard to ID without more identifying parts.

Yes it's a type of prickly pear, but without flowers or fruits it's hard to tell which species.
