Nice find! This looks like a dandelion, most likely species Taraxacum officinale. It is a common wildflower that grows easily on roadsides, yards and fields. Many folks consider them weeds but they are used in traditional medicine and are quite edible (you can often find cultivated dandelion greens in the fresh produce section of the grocery store). They are important sources of food for many insects and wildlife. For the Habitat section of your spotting, it would be great if you would add information of where it was found.
