The tail striping fits an immature Red-tailed. Here is a good photo reference. http://www.themodernapprentice.com/redtail.htm The mottled look of the white patches on the shoulder shows a V pattern to the spots, which is another indicator.
Looks like immature broad-winged hawk. The tail just looks really long because of the angle of the photo I think
