I agree this is certainly a beetle. It reminds me of a species of Blister Beetle. It looks quite similar to Lytta aenea. http://bugguide.net/node/view/44864
This is a beetle not a bug. It looks like a type of 'tiger beetle' by shape, legs and mouth parts.
