Description:

This I thought was strange. The flowers maybe dead or they just look like that. This plant is growing right on the edge of the shore and most likely is also under water during high tide. Found in a marshy shore in the San Francisco bay so it is tolerant of salt water.

California sea lavender

Limonium californicum? (Im sure with limonium sp)
