I think this may be a solitary wasp that has been overtaken by some form of parasitic fungi. Sphecidae. Someone else couldn't identify their specimen (see reference link) someone in the USA thought a similar one was Aporinellus sp. http://bugguide.net/node/view/345347/bgpage

This is simply a species in the family Sphecidae. Many of them are covered in short, metallic hairs or scales like this.
