Description:

A small about 10mm insect seems to be a type of leaf hopper, a brownish pink tint found on a leaf in the sun sitting there. It was a cool clear windy day at about 3-6pm near a creek in the woods.

You are correct: leafhopper in the family Cicadellidae. Coelidia olitoria for the species.
