I agree with Gordon - Red-crowned Crane.
I believe this is a Red-crowned Crane, Grus japonensis. Sandhill and Common Cranes are going to be mostly gray, while this bird is predominately white. White on the Sandhill face will be below the eyes and usually not very well defined, while this bird has a well-defined white patch behind the eye as does the Common Crane. Sandhills won't have the black neck.
