Welcome to Project Noah! This is a nice find. It looks like a type of wasp called an Ichneumon Wasp. The "stinger" is actually an ovipositor (an appendage that the female uses to lay her eggs). She can't sting with it. Here is an overview of the Family Ichneumonidae. It may be helpful: http://bugguide.net/node/view/150
