Cyclosa ginnaga does not appear to be present in the Philippines, but this spider does look very much like a Cyclosa. I think it should best be identified as Cyclosa sp.
Please consider adding this spotting to the Animal Architecture mission at http://www.projectnoah.org/missions/8082378
Shape and architecture of the spider net reminds me of Uloboridae, the only spiders without venom glands. http://www.sareptiles.co.za/gallery/albums/userpics/14135/1_%286%29~5.jpg Octonoba is one example of genus in this family: http://wongchunxing.com/Spider/Web_Uloboridae.htm http://commons.wikimedia.org/wiki/File:Octonoba_sybotides_001.JPG http://blog.so-net.ne.jp/_images/blog/_8e2/sizen-no-zakkichou/9085938.jpg http://www.taibif.tw/zh/catalogue_of_life/page/4edd-60d4-3fd5-1b0e-2876-cea2-3ad9-6b4e-namecode-312696
