Cheilymenia fimicola might be a candidate but you would need closer pics. http://en.wikipedia.org/wiki/Cheilymenia_fimicola http://www.projectnoah.org/spottings/38662234
No, it is not Nectria cinnabarina, because than it should grow on wood. This fungus is growing on old dung, so should be some kind of Ascomycete like Byssonectria or Cheilymenia. But I haven't studied these mushroomgroups (small ascomycetes) yet, so I have no idea what to look for.
The spread looks like fungi to me. Not bacteria.
