Lol i freaked out becuases it loooks like blood!!!!

Quite a few trees will look like this when cut, for example, red alder (which this is not) and even sitka spruce (both grow in the west, not in your area). Having no greenery to go by, only the bark is going to help with ID. Could be a fruit tree like cherry or peach.
