I'm just on a short break at work, so I can't do much googling, but you might want to try looking through the robber flies on BugGuide (http://bugguide.net/node/view/151/bgpage) to see if you can find one that matches. Oh, and with that ovipositor, it's definitely a female :)
Looks like it could be some kind of robber fly (Asilidae)
