Blue Jay? Tracks were around 3 inches.

Habitat:

Frozen stream in mixed woodland.

Awesome spotting! I'm thinking a Corvid of some sort too.
I'm thinking they are too large for a blue jay. The claw marks are not overly large so that would probably rule out a raptor. Crow tracks will be about 2.5" in length and raven tracks will be slightly larger at about 3"? Do you have ravens in your area?
