I'm somewhat inclined to say "Poison Hemlock", but without seeing the leaves clearly, or even a stem, it's hard to say for sure. It's a close look-alike with Queen Anne's Lace. When in doubt, do not pick it. Poison Hemlock is extremely toxic... can be deadly in fact. When examining it, I even wash my hands thoroughly afterwards.
