Wildlife Spotting

In a garden. This plant grows into a large tree, 30 feet hgh, maybe taller, as there were other larger identical plants in the garden taller than this one. This one also has a disease or ailment of some kind as shown in the third and fourth photos where parts of the leaves pop-up and appear to almost be bubbles. Can someone identify the tree and what the ailment is? Thanks.
