Black undertail coverts, and that orange tint on the upper breast are diagnostic for Icterus wagleri (which is documented in this region). The other species proposed (I. graduacauda, and troupial) are not found in this region.
The photo shows diagnostic features of Icterus wagleri (black undertail coverts, orange tint on the breast). Icterus wagleri is documented in this region and I. graduacauda is not.
