Appears to be a juvenile of Steller's Jay, the local Central American race (I think you can see the yellow base of the bill in the photo, although a little distant). Adults are more blue on the chest and the entire crest is lighter blue. Adults also have a bright white crescent by the eye.

(Cyanocitta stelleri) but the Central Americas subspecies looks different, according to professor @OliverKomar. It looks like a Black-throated Jay, but not quite.
