This is a scorpion fly, order Mecoptera. The lack of a tail that curls up like a scorpion makes me think it is a female, but it might be the angle of the photo. Members of the genus Panorpa look superficially like your spotting, so that might be a place to look: http://bugguide.net/node/view/9217/bgimage
