This little bug was crawling on a branch it looks like lichen .

I agree with lacewing larva. I see them every now and then, usually covered mostly in bits of lichen, but one looked like it had collected a big piece of lint.
Interesting.. it could be a lacewing nymph - they gather bits of anything and glue it to their backs :)
