Nasty looking! They look like some type of fly I think. They do fly in a strange way.

Notes:

Does anyone know what this is? It looks like some type of fly I think. It's gross!! Are they harmful to humans or animals?
I seem to see them after we turn off our CA and it rained the day before.
How would you go about getting rid of them.
