It is not albino, white is just one of their colors.

Not an albino. Pigeons vary a lot in color, white being very common,.
It is a Feral Pigeon, with the same scientific name. Feral pigeons are domesticated Rock Pigeons from up to 5,000 years ago, which were interbred, sometimes with other species such as Stock Doves, to produce numerous variations in plumage and abilities, and later escaped or were released back into the wild where they have again interbred. There are very few pure Rock Doves left in the world, and certainly none in the Americas where they were all introduced and interbred hundreds of years ago.
